letters, international Money Orders, etc., which are dealt
with by mutual interchange between the post offices of the
Postal Union, have successively been initiated, with the
result that the intercourse which has taken place with
other Postal Union countries during the years which have
elapsed since China's entry into the Union in 1914 has been
throughout most satisfactory. The Service has, further long
borne a good name for efficiency among both Chinese and
foreigners,
At the General Meeting of the International Postal
Convention held last year at Madrid the abolition of foreign
post offices was proposed by the Chinese delegate and was
supported by a majority. Moreover, now that China has a
complete organized postal service, there is no longer any
necessity for foreign post offices in the country to be
maintained.
I have the honour to address Your Excellency on
the subject and trust that you will communicate with His
Majesty's Government with a view to the early abolition of
foreign post offices in China, so as to cement the friendly
relations between our two countries, and will favour me
in due course with a reply.
I have the honour at the same time to state that
when the abolition of these offices takes place the Chinese
Government is ready to accord them various facilities such as
may assist in the process of their winding up.
